  • INSTITUTIONAL LICENSURE
    • Institutional Licensure is an initial process for government’s approval and granting of license for a new Higher Education Institution in Timor-Leste. The entirety of the process will be under the Ministry of Higher Education, Science and Culture, which is the responsible Ministry to grant the Diploma for the licensure. A newly established HEI will be assessed based on eight (8) categories for licensure: Institutional Mission, Governing Body and Administrative Management, Academic Program, Minimum Curriculum Development Criteria, Teaching Staff, Library and Learning Resources, Property and Finance.
    • The Institutional Licensure is valid for Two Years and during that period, the respective HEI should apply for an Institutional Accreditation under the assessment of ANAAA.
    • ANAAA will be responsible for the academic assessment if the Ministry of Higher Education, Science and Culture requests the involvement of ANAAA’s national experts. The recommendations from ANAAA will be reported directly to the Minister for further actions.
  • INSTITUTIONAL ACCREDITATION
    • Institutional Accreditation focuses on the quality of the institution, covering the following areas as a whole: mission, governance, effective management, academic program, teaching staff, learning resources (library, laboratories and educational technology), students, student services, physical facilities and financial resources.
    • The responsible institution will be ANAAA as an autonomous Quality Assurance Agency
    • The newly licensed HEI will be assessed based on eight (8) categories and four (4) Standards of Accreditation (Refer to the Manual of Accreditation)
    • The Institutional Accreditation is valid for Five Years and after this period the respective HEI should apply for Program Accreditation.
    • HEIs that have been granted the Institutional Accreditation will be subjected to Annual Progress Report (APR) every year. Failure to submit the APR report for two consecutive years will result the withdrawal of the institution’s accreditation status.
    • Report Review.
